欢迎大家出席全球发展倡议5周年高级别对话会。2021年9月，习近平主席在第76届联合国大会上提出全球发展倡议。5年来，在习近平主席亲自推动和各方共同努力下，全球发展倡议从中方理念主张转化为国际共同行动，将发展规划蓝图绘就成现实合作图景，为落实联合国2030年可持续发展议程贡献了中国方案和中国力量。

Welcome to the High-Level Dialogue on the Fifth Anniversary of the Global Development Initiative (GDI). In September 2021, President Xi Jinping put forward the GDI at the 76th Session of the United Nations General Assembly. Five years on, thanks to his personal commitment and the concerted efforts of all parties, the GDI has been translated from a Chinese vision and proposal into collective global action, and from a development blueprint into concrete cooperation projects on the ground. Through the Initiative, China has contributed its wisdom and resources to implementing the U.N.’s 2030 Agenda for Sustainable Development.

——全球发展倡议强化了发展优先的国际共识。我们召开全球发展高层对话会，创办全球共享发展行动论坛，连续4年在联合国总部举办全球发展倡议高级别会议，推动将发展置于国际议程中心位置。

— The GDI helps build a stronger international consensus on putting development first. We have convened a High-Level Dialogue on Global Development, launched a Forum on Global Action for Shared Development, and held high-level meetings on the GDI at the U.N. Headquarters for four consecutive years. These events have helped make development a central priority on the international agenda.

——全球发展倡议推进了互利共赢的发展合作。130多个国家和国际组织积极支持和参与倡议合作。全球发展促进中心网络、全球发展知识网络等30多个倡议合作机制和平台相继建立，为促进全球可持续发展提供了有力支撑。

— The GDI facilitates mutually beneficial development cooperation. More than 130 countries and international organizations actively support the GDI, and they have participated in cooperation under the Initiative. More than 30 GDI cooperation mechanisms and platforms — such as the Global Development Promotion Center Network and the Global Knowledge Network for Development — have been established, providing strong support for advancing global sustainable development.

——全球发展倡议回应了全球南方国家的发展诉求。2000多个倡议合作项目紧扣受益国所需，给当地人民带来实实在在的福祉。上万期人力资源培训班传播发展理念和实用技术，帮助发展中国家提高自主发展能力。

— The GDI helps fulfill the development aspirations of countries in the Global South. More than 2,000 GDI projects, all closely aligned with the needs of beneficiary countries, have brought tangible benefits to the local population. More than 10,000 human resources training programs have been organized to share development approaches and practical skills, helping developing countries to build up their capacity for self-reliant development.

Dear Friends,

当前，全球发展事业仍面临严峻挑战，联合国2030年可持续发展议程落实进展严重滞后。作为全球发展事业的坚定倡导者和务实行动派，中方愿同各方践行真正的多边主义，携手推动全球发展倡议走深走实，让发展成果惠及各国人民。为此，我愿提4点建议。

At present, the cause of global development faces grave challenges. The implementation of the 2030 Agenda for Sustainable Development is woefully behind schedule. As a staunch advocate and pragmatic actor in the global development cause, China will work with all parties to practice true multilateralism, advance the implementation of the GDI in greater depth and deliver more substantive outcomes, and ensure that development outcomes benefit more people across the world. To this end, I wish to make four proposals.

第一，加强团结协作，全力落实可持续发展目标。我们要将落实联合国2030年可持续发展议程作为优先任务，充分发挥全球发展倡议的“加速器”作用，支持联合国强化发展支柱，并就明年9月启动制定2030年后全球发展议程预作政策准备。中方愿向中国－联合国统计能力开发信托基金项目注资，支持发展中国家提升落实可持续发展目标的统计和监测水平。

First, we should strengthen solidarity and coordination to fully implement the SDGs. We should prioritize the implementation of the 2030 Agenda, fully leverage the GDI’s role as an accelerator to support the U.N. in strengthening the development pillar, and make policy preparations for the launch of work on the post-2030 global development agenda next September. China is ready to contribute funding to the China-U.N. Trust Fund Project for Statistical Capacity Development to support fellow developing countries in enhancing their statistical and monitoring capacity for implementing the SDGs.

第二，坚持行动导向，积极打造惠民式发展。我们要用好中国－联合国和平与发展基金、全球发展和南南合作基金等资金举措，实施更多“小而美”、“暖民心”的务实合作项目。中方将实施“工程师能力提升计划”，未来5年为发展中国家培训1万名工程师，覆盖交通基建、信息通信等领域，帮助有关国家改善基础设施、增强发展韧性。

Second, we should stay action-oriented and actively pursue development that benefits the people. We should make full use of funding mechanisms such as the China-U.N. Peace and Development Fund and the Global Development and South-South Cooperation Fund, and implement more “small and beautiful” livelihood projects that deliver real benefits to local people. China will launch an engineering capacity building program to train 10,000 engineers for developing countries over the next five years. The program will cover areas such as transport infrastructure and information and communications technology (ICT) to help countries improve their infrastructure and strengthen development resilience.

第三，拓展合作重点，加快推进赋能式发展。我们要围绕人工智能、数字经济、新能源、防灾减灾等拓展全球发展倡议合作内涵，培育壮大可持续发展新动能。中方愿同有关各方共同实施好“数字南方”、“清洁炉灶”等倡议旗舰项目，助力全球南方国家实现数字转型和绿色发展。

Third, we should expand cooperation in priority areas and accelerate empowerment-driven development. We should broaden the scope of GDI cooperation focusing on artificial intelligence (AI), the digital economy, new energy, and disaster prevention and mitigation to foster new drivers for sustainable development. China is ready to work with all parties to implement flagship projects under the GDI, including “Digital South” and “Clean Stove,” to help Global South countries achieve digital transformation and green development.

第四，强化伙伴关系，有效促进联动式发展。我们要做大做强“全球发展倡议之友小组”和联合国系统倡议推进工作组，依托相关机制广泛开展双边、多边和三方合作，形成优势互补和联动效应。联合国亚太经社会第83届年会将于明年4月在中国上海举行，中方愿以此为契机，同各方深化倡议合作，为建设亚太共同体注入强劲发展动能。

Fourth, we should strengthen partnerships to promote interconnected development. We should strengthen and expand the Group of Friends of the Global Development Initiative and the U.N. Task Force on Leveraging Partnerships Toward the Implementation of the 2030 Agenda, and conduct extensive cooperation through relevant bilateral, trilateral and multilateral mechanisms to leverage complementary strengths and create synergy. In April next year, China will host the 83rd session of the Economic and Social Commission for Asia and the Pacific (ESCAP) in Shanghai. We will take this opportunity to deepen GDI cooperation with all parties and provide strong momentum for building an Asia Pacific community.

Achieving sustainable development is a shared aspiration of all peoples and an important mission of the United Nations. As the Global Development Initiative marks its fifth anniversary, China will build on this milestone and continue to play its role as a responsible major country. We will work with all countries to strengthen international development cooperation, promote more robust, greener and healthier global development, and make new and greater contributions to building a community with a shared future for humanity.
