President Hu Jintao struck a populist note in his last major speech as leader of the Communist Party on Thursday, kicking off a twice-a-decade party congress with calls for public officials to be more aware of rising public concerns over corruption and income disparity.

Mr. Hu, who leads

's ruling Communist Party, spoke at the Great Hall of the People in Beijing at the beginning of the 18th Party Congress. The weeklong event is expected to conclude with Vice President Xi Jinping succeeding Mr. Hu as party chief at part of a once-a-decade leadership change in the world's No. 2 economy.

In his speech, Mr. Hu reiterated calls for improving public housing and health-care programs, as well as empowering

's growing consumer class. The broad outline of the party's goals--previously spelled out in earlier gatherings and mission statements--didn't offer details of specific policy goals.

He repeated calls for greater scrutiny of corruption within Chinese officialdom and the military, an issue that leaders have previously acknowledged threatens the party's hold on power. The calls have resonated this year following the fall of Bo Xilai, once a rising star in the party who now faces charges that include corruption and abuse of power.

'We should firmly maintain the strategic focus of boosting domestic demand, speed up the establishment of a long-term mechanism for increasing consumer demand, unleash the potential of individual consumption, increase investment at a proper pace, and expand the domestic market,' he said.
