— Remarks by H.E. Ambassador Xie Feng at the Shanghai gala marking the 50th anniversary of the founding of the U.S.-China Business Council

晚上好！很高兴以视频方式来到上海晚宴现场，同各位新老朋友“云端”相聚。

Good evening! It is a great pleasure to join friends old and new online at the Shanghai Gala marking the 50th anniversary of the founding of the U.S.-China Business Council (USCBC).

美中贸易全国委员会成立于中美建交之前，半个世纪以来为促进中美工商界交流沟通、拓展贸易投资合作做了大量卓有成效的工作，推动了中美关系发展，增进了两国人民福祉。特别是在中美关系遭遇严重困难之际，在葛士柏主席、艾伦会长领导下，美中贸委会仍致力于促进两国交流合作，展现了远见、勇气和坚守。借此机会，我要向委员会及成员企业表达由衷的敬意，对美中贸委会成立50周年表示热烈的祝贺！

Founded even before China and the United States established diplomatic relations, the USCBC has made a lot of productive efforts over the past half a century to promote exchanges between our business communities, and expand trade and investment cooperation. It has also helped to advance China-U.S. relations and deliver benefits to our two peoples. When the bilateral relationship is facing headwinds, under the stewardship of Chair Casper and President Allen, the Council has remained dedicated to enhancing exchanges and cooperation between the two sides, a testimony to its vision, courage and commitment. Let me first take this opportunity to salute the Council and its member companies, and extend my warmest congratulations on the 50th anniversary of the Council!

百年中国看上海，上海是中国改革开放的前沿，世界观察中国的窗口。上海自贸试验区建设10年来，不断为全面深化改革、扩大开放探索新途径、积累新经验。相信大家通过上海能够充分感受到中国经济的活力、韧性和开放发展的新机遇。

As is often said, if you want to know about China in the past 100 years, go to Shanghai. Having been at the forefront of reform and opening-up, Shanghai is a window for taking the pulse of China. Since its inception a decade ago, the Shanghai Pilot Free Trade Zone has been exploring new pathways and offering new practices for deepening reform across the board and opening wider to the world. I believe all of you have sensed the vitality and resilience of the Chinese economy and the opportunities in China’s openness and development through the lens of Shanghai.

年初以来，中国经济恢复向好、总体回升，前三季度国内生产总值同比增长5.2%，高技术产业投资增长11.4%，新设立外商投资企业增长32.4%，仍然是全球经济的“领头羊”和推动全球增长最重要的“发动机”。中国正在以中国式现代化全面推进强国建设、民族复兴伟业，也期待与各国一道，实现和平发展、互利合作、共同繁荣的世界现代化。

This year, the Chinese economy has maintained the momentum of recovery and growth. In the first three quarters, China’s GDP grew 5.2% year-over-year, with investment in high-tech industries up by 11.4% and the number of newly-established foreign firms up by 32.4%. China continues to be a front-runner in the world economy and a most important engine of global growth. As we pursue prosperity and rejuvenation through Chinese modernization, we look forward to working with other countries toward global modernization, so as to enhance peaceful development and mutually beneficial cooperation and bring prosperity to all.

中国开放的大门不会关闭，只会越开越大。中国的制造业已完全开放，服务业开放领域不断扩大，金融业外商持股比例限制彻底取消，关税总水平降至7.3%、低于9.8%的入世承诺。我们将同更多国家商签自由贸易协定、投资保护协定，主动对照国际高标准经贸规则，深入推进跨境服务贸易和投资高水平开放，深化国有企业、数字经济、知识产权、政府采购等领域改革，全面优化营商环境，落实好外资企业国民待遇，欢迎更多美企来华投资兴业，欢迎世界各国分享中国发展机遇。

China will not shut its door to the world; we will only open it wider. We have generally opened up the entire manufacturing sector, and are now opening up the service sectors wider. Foreign ownership limits in the financial sector have been lifted. The overall tariff rate has been reduced to 7.3%, lower than the 9.8% WTO accession commitment. Going forward, we will enter into free trade agreements and investment protection treaties with more countries. In light of international high-standard economic and trade rules, we will further advance high-standard opening up in cross-border service trade and investment, and deepen reform in areas including state-owned enterprises, digital economy, intellectual property and government procurement. We will further improve the business environment and ensure national treatment for foreign-invested enterprises. We encourage more American businesses to invest in China, and all countries are welcome to share in China’s development opportunities.

着眼未来，随着恢复和扩大消费、促进民营经济发展壮大、加大吸引外商投资等政策措施相继出台，政策红利将进一步释放；第六届进博会将在2天后开幕，海南自由贸易港启动全岛封关运作准备，一大波新的商机将陆续涌现。

In the future, more dividends will be unleashed as policies to reinvigorate consumption, boost the private sector and attract more foreign investment are fully implemented. Also, the sixth China International Import Expo will kick off in Shanghai in two days, and the Hainan Free Trade Port has started preparations for island-wide independent customs operations. All these will unlock huge business opportunities.

未来5年，中国货物贸易、服务贸易进出口额有望累计超过32万亿美元、5万亿美元。美中贸委会发布的《2023年中国商业环境调查报告》显示，80%受访企业2022年在中国实现盈利，74%仍将中国作为前五大市场。大家的普遍共识是，中国发展前景可期，中国市场不可或缺，中国机遇不能错过。

In the next five years, China’s total trade in goods and services is expected to exceed US$32 trillion and US$ 5 trillion respectively. According to the 2023 Member Survey of the USCBC, 80% of the respondents were profitable in China in 2022, and 74% continue to see China as a top-five priority market. It is a broad consensus that China’s development enjoys bright prospects, its market remains indispensable, and its opportunities are not to be missed.

各位朋友，

Dear friends,

抵美履新之初，我曾出席美中贸委会欢迎活动，在讲话中提出，世界要好起来，中美关系就不能再坏下去。5个多月后的今天，很高兴地看到，在两国领导人引领下和双方共同努力下，中美关系出现了一些止跌企稳的积极迹象，两国加强对话合作取得了一些积极进展，受到两国各界和国际社会普遍欢迎。王毅主任刚刚成功访美，下阶段中美还有一系列高层交往。

In the early days after my arrival in the United States, I said at the USCBC welcome event that if the world is to become better, the China-U.S. relationship must stop getting worse. Five months on, I am glad to share with you that under the guidance of our leaders and with joint efforts of both sides, the China-U.S. relationship has seen some signs of stabilizing, and positive progress has been made in enhancing dialogue and cooperation. This has been warmly welcomed by various sectors in both countries and the international community at large. Foreign Minister Wang Yi has just concluded his successful visit to the United States, and more high-level interactions are on the way.

同时，中美关系仍面临严重困难和严峻挑战，稳定和改善两国关系任重道远，关键是要遵循习近平主席提出的相互尊重、和平共处、合作共赢三条原则，推进互利合作，妥善管控分歧，合力应对全球性挑战，努力探索中美新时期正确相处之道。

Meanwhile, we still face serious difficulties and grave challenges, and there remains a long way to go to stabilize and improve the relationship. The key is to follow the three principles of mutual respect, peaceful coexistence and win-win cooperation as outlined by President Xi Jinping, promote mutually beneficial cooperation, properly manage differences, and jointly combat global challenges, so as to find the right way for China and the United States to get along in the new era.

作为当今世界两大经济体，中美深化经贸合作符合双方共同利益，也有利于世界经济健康发展。作为最大的发展中国家和最大的发达国家，中美经济互补性远大于竞争性，完全可以相互成就、共同繁荣。中方愿与美方一道，从两国人民福祉出发，从两国和世界长远发展出发，坚持“拉手”而不是“松手”，“拆墙”而不是“筑墙”，维护好两国经贸合作和经济关系，维护好国际贸易规则和全球产供链稳定。

China and the United States are the world’s two largest economies. Deepening economic cooperation not only serves our common interests, but also is conducive to the sound growth of the global economy. We are the world’s largest developing country and developed country respectively. Our economies feature far more complementarity than competition, and we have every reason to help each other succeed and prosper together. For our peoples’ wellbeing and the long-term development of both our countries and the world, China is ready to work with the United States with hands joined together rather than fists apart, to tear down instead of erecting walls, maintain economic cooperation, and safeguard international trade rules and the stability of global industrial and supply chains.

过去50年，美中贸委会及成员企业一直是中美关系发展的重要支持者、贡献者，也是受益者。未来50年，希望大家继续当好中美沟通的桥梁、合作的纽带、友好的使者，把企业家的创新精神、合作理念、守信意识注入中美关系发展进程，为深化两国企业交流合作、推动中美关系重回正轨尽心发声出力。

Over the past 50 years, the USCBC and its member companies have always been important advocates for, contributors to and beneficiaries of the development of China-U.S. relations. In the next 50 years, I count on you to continue serving as a bridge for China-U.S. communication and cooperation as well as envoys of goodwill, inject fresh impetus into China-U.S. relations with your entrepreneurship, openness to cooperation and value of credibility, and contribute to deepening exchanges and cooperation between our business communities and restoring China-U.S. relations to the right track.

祝下一个50年美中贸委会更成功、中美关系更稳定、世界更美好！

May the USCBC achieve even greater success, the China-U.S. relations enjoy greater stability, and the world become a better place in the next 50 years!
